"content": "Mr. Temporary Deputy Speaker, Sir, a lot of these questions and points being raised by hon. Members are very inter-related. I want to start by talking on the issue of co-ordination once again. Mr. Temporary Deputy Speaker, Sir, I acknowledge that there was a major weakness at the level of co-ordination. In certain instances, there was even duplication of the Ministries and each Ministry would then stake a claim that they were the ones who had done a particular project. This was one way through which, either returns were being falsified or resources were then being misused or diverted for other purposes. Even in KKV 1, there were committees that were set up at the constituencies. I have been informed by the Minister for Youth Affairs and Sports who is with me here that the committees were set up and we, as elected leaders, were supposed to have been sitting in them or have our representatives at the constituency level. Some of these committees were then overwhelmed by either the Youth Officers or in some cases, the District Officers and so forth. Therefore, they did not function as they were supposed to. So, the composition and the constitution of the co-ordinating committees at the constituency is definitely being looked at afresh to make them more effective and much stronger and to have the relevant representation from the hon. Members through the people they sent there. Naturally, they cannot sit there throughout. There will have to be reporting mechanisms. In the manuals that I have tabled here, there are reporting mechanisms that these committees and the Ministries must follow to be able to show what they have done and how they have disbursed resources. So, this is an area that will require further enforcement in order to make this work. So, I want to assure hon. Members that the committees will be looked at afresh and proper guidelines will be issued, once again, to all the constituencies so that this particular programme can be known, understood and it can work effectively. Mr. Temporary Deputy Speaker, Sir, I also want to talk about the issue of the Prime Ministerâs role. This was raised by Mr. Mbadi. I want to state that constitutionally, the Prime Ministerâs role is to supervise and co-ordinate the functions of the Government Ministries. Therefore, his involvement as Prime Minister is on that basis. The key Ministry that will be following up and really looking at the implementation process will be the Ministry of Youth Affairs and Sports. That will be the Ministry that will look at this. The role of the Prime Minister is clearly spelt out in the Constitution and that is how he is expected to play it. Mr. Temporary Deputy Speaker, Sir, the issue of payment to the young men and women who will be working will also be streamlined because, initially, it was given a very casual approach. The Ministry of Youth Affairs and Sports is putting in place arrangements so that these payments can be made in such instances through a bank process. That will ensure that the young people do not miss out on their payments. I also want to acknowledge that when designing the programmes to be handled by the young people, we should be broad in our thinking. In this regard I want to really support what Eng. Rege was suggesting, that not all jobs will really be manual, but we must also look at jobs that can also enhance certain arrangements like data collection and"
