"content": "Yes, Hon. Temporary Deputy Chairman. I do not support this amendment. The financial penalty was good enough. My problem is that when you introduce a jail term for a mistake like failing to keep a register or not lodging the register with the Registrar, it can be abused by some law enforcement officers. It can also be a way through which corruption can be introduced. So, the jail term is not a good idea. Even if the Chairperson chooses to have it, let it be as an alternative and not both of them. If someone is unable to raise the fine then that is the time the jail term would apply. Both penalties should not apply at the same time."
