    "content": "Mr. Temporary Deputy Speaker, Sir, I also speak as a person who has come from the civil society background where we have fought for equal opportunities, especially for women and young people, for many years. Therefore, when we speak about equal opportunities and ensuring that everybody has access to equal opportunity, we know what we are talking about. Therefore, what has been confirmed to us in this Report is something that I am very happy about. This is because when this Question was raised there was the perception created that there were areas in this country that were being discriminated against. Discrimination as you know, in our new Constitution, is something that is outlawed. Therefore, it is good to see that the Ministry of Water and Irrigation has endeavoured to ensure that there is access to water in all parts of this country."
