"content": "boreholes. To go further, if you turn to page 27, you will find that North Eastern and Upper Eastern alone, other than boreholes, the resource distribution for the years 2009/2010 and 2010/2011 amounts to Kshs2.79 billion. Now, I am not sure whether that kind of money can be given to a region if the ministry is not seriously focusing on that region. I believe this may be the first time that region has been seriously thought of. I am hoping that we can also begin to say thank you for work well done and ask for more rather than saying that nothing has been done. I have been in this Parliament and I have never seen this kind of money being allocated to North Eastern and Upper Eastern as far as water is concerned. This is the first time. So, I hope that we can also begin to appreciate when work has been done well and ask for more. That is the way to go. Let us not always rubbish what has been done. Even when we are unhappy about a particular district or constituency that has been left out, let us always appreciate the good work that has been done."
