Before we went on recess last year, I remember that there was a very big debate about the way money had been allocated and the formula that had been used to allocate money for the CDF. I remember I was very unhappy with Mr. Ethuro, who is now occupying the Chair because I could not understand why Runyenjes has been denied Kshs8 million and Mr. Ethuro got over Kshs100 million. I could not understand at that point in time. I watched a documentary about Turkana on television and now I understand 100 per cent where Mr. Ethuro comes from. I will actually be at the frontline pushing for more money to go to Turkana because there is nowhere in my constituency where one covers even ten kilometres to go to a dispensary. However, I saw people walk for four hours to get to a dispensary in Turkana. I think we have to begin to be sensitive to the plight of all Kenyans wherever they are and realise that they have a right to---"
