"content": "Hon. Deputy Speaker, I want to seek your indulgence. I thought this is the appropriate Order under which to raise this matter. I am at a loss. I have been intending to file a question on a matter which is currently engaging the minds of Kenyans and generating a lot of heat. This is a matter concerning the supposed agreement signed between Kenya and Uganda with regard to the importation of sugar. This is a matter that traverses various Ministries. It concerns the Ministries of Agriculture, Livestock and Fisheries, Foreign Affairs, Commerce, Tourism and East Africa Region as well as the National Treasury. There are several Ministries which are concerned with this matter. The question I want to address to you for your ruling with a view to summoning the relevant Cabinet Secretaries jointly or otherwise is that there is total confusion as to whether, in the first place, there is an agreement signed between Kenya and Uganda with regard to sugar importation from Uganda. You will recall that His Excellency the President alluded to the fact that there was an arrangement between Kenya and Uganda on this matter."
