    "content": "Hon. Deputy Speaker, I beg to second that the Higher Loans Board (Amendment) Bill be read the Third Time. As I second this Bill, it is our duty, as representatives of the people to support any measure that removes barriers to access of education to many children in Kenya. Some of us who sit in this House would not be here today if these barriers were there. Therefore, as beneficiaries of a system that enabled even people from disadvantaged backgrounds to access higher education, this is a good move. As we move forward, let us remove as many of these barriers as possible so that many Kenya children especially those who deserve can access higher education. I support."
