    "content": "Mr. Temporary Deputy Speaker, Sir, water companies act as agents of the Ministry because they are appointed by the Water Services Board. Therefore, the Ministry, as the principal, must be prepared to take responsibility for their acts. So, if wananchi agree and the agents appointed by the principal are not prepared to work properly, then the Ministry must come forward and take charge by paying the bills and re-managing the positions. So, under these circumstances, is it in order for the Minister to ask for an undertaking from the water companies when it is the responsibility of the Ministry to take charge?"
