    "content": "Thank you, Hon. Temporary Deputy Speaker for this opportunity to contribute. From the outset, I wish to state that I support the amendment by Hon. Kaluma. I would like to say that this amendment is not removing what is in the Constitution but adding teeth to it. Article 94(5) of the Constitution states: “No person or body, other than Parliament, has the power to make provision having the force of law in Kenya except under authority conferred by this Constitution or by legislation.” This part alone clearly states that it is only this House, the Senate and the county assemblies who are vested with the powers to make laws or even to amend this Constitution.
