I rule as follows:- Although the use of the word “tyrant” may border on a description that may be un- parliamentary, the very essence of the Constitution whose Article 117 you are trying to amend says that there will be free speech on the Floor of this House. Then, there is the freedom of expression. I take those two Articles to be within which I would still find the description of Member of Mvita as a free and fair expression in debate. Of course, to the extent that he has referred to: “You will be making a mistake if you then pass that legislation”. Not that you are tyrants. So, I rule that there is nothing that is out of order.
