    "content": "Thank you, hon. Speaker. I stand to second this Finance Bill that has been ably moved by my Committee Chairman. Hon. Speaker, the purpose of this Bill is just to legalise the proposals that were announced in the Budget for the 2015/2016 Financial Year. There are a few things in it that I want to appreciate. There is this removal of duty for people who import vehicles that have been in countries that allow left-hand drive cars. We want to propose an amendment; the Bill says that the vehicle you buy to replace the one that was a left- hand drive should be of the same year of manufacture. Somebody in this country could be driving a car that is more than eight years old.
