    "content": "country withhold a lot of premium money that should be paid to underwriters, because they want to raise capital and benefit from holding peoples’ money. That is why many underwriters cannot settle claims. They do this and invest this money to make money, raise capital and turn insurance agencies and brokerages into underwriters. You must decide from the word go, if you want to be an underwriter, pool capital together even as brokers and agents and be able to get into the underwriting business. I have never been in support of the question of doubling the capital requirements for underwriters in this country. With that, I beg to support and wait for the appropriate time to move amendments."
