    "content": "If we are going to borrow heavily in the external market, borrowing is going to be high. There is a concern as it has been raised by Central Bank of Kenya about our level of indebtness. Many experts have raised concerns with our borrowing. The World Bank and the International Monetary Fund (IMF), which have been telling us that we have not exhausted our borrowing capacity, have started showing concern. For us to realise economic growth, we need to slow down on borrowing. That is a challenge."
