We cannot force the House to listen to your submission if the entire House is not willing. Whatever it is, if I heard you correctly--- Hon. Members, allow me to state the case properly to Hon. Linturi. His proposal is whether the entire House is in agreement with the Motion that some of you be allowed an opportunity to express yourselves one way or another. The only way available for me to decide whether what Hon. Linturi wants is what the House wants is to put the Question, which is that Hon. Linturi be allowed to say something about this Motion."
