    "content": "Thank you, Hon. Temporary Deputy Chairman. I am sorry. You know at times, the Order Paper confuses us. I did not know the Bill was coming immediately. Hon. Temporary Deputy Chairman, I beg to move:- THAT, Clause 3 of the Bill be amended in subclause (3) by deleting the words “but the Service may establish branches in any other place” appearing immediately after the words “capital city” and substituting therefor the words “but the Service shall establish branches in every county”."
