Temporary Deputy Chairman, I beg to move:- THAT, Clause 10 of the Bill be amended by deleting the words “Board may, with the approval of the Cabinet Secretary” appearing immediately after the words “allowances as the” and substituting therefor the words “Cabinet Secretary may, in consultation with the Salaries and Remuneration Commission”. The reason being that we are seeking to align the determination of the remuneration of the Board with Article 230(4)(b) of the Constitution which is a requirement that all State officers’ salaries must be determined by the Salaries and Remuneration Commission and that the Commission should be consulted by the Cabinet Secretary when he fixes the remuneration and terms and condition of service of the Board members of the Authority."
