    "content": "Mr. Temporary Deputy Speaker, Sir, this document should be ready within the year so that we can begin to utilize its recommendations. However, I just want to encourage the people of Gusiiland not to sit and wait for investors to either come from outside the county or outside the country. They themselves can take advantage of those investment opportunities and invest in that county. As a Ministry, we have financial institutions that lend small loans to investors especially local ones. They can get loans from the Industrial Development Bank (IDB) under the Ministry and the Kenya Industrial Estates (KIE) to set up those industries as opposed to waiting for investors to come from outside the county."
