"content": "You have seen issues of criminal and civil nature arising in this Bill. I would like to say that some of the matters not covered here are covered by the Penal Code. For example, the last time when we had problems in the House, when Members rose against other Members for differing of opinion on the Security Laws (Amendment) Act--- Suppose somebody committed manslaughter, murder or a misadventure to an extent that somebody lost an eye, would that person not have been personally liable for that commission? Would that person not have been personally liable in a court of law to pay damages to a fellow Member? Nobody has thought of that. Suppose it goes an extra mile and, say, an assault happens does it fall within the privileges, or is that not a criminal who should be tried under the Penal Code by the right court? Whatever privileges we have, do not allow Members to commit crimes while in the pretext that they are covered by the privileges of the House."
