Temporary Deputy Speaker, the three arms of the Government, namely the Legislature, the Judiciary and the Executive, draw their legislative, judicial and executive authority from the people. As we discuss this Bill, it cannot be lost to us that during the general elections, the people of Kenya exercised their dual democratic mandate and elected directly the leadership of the Executive at both the county and national levels.
