    "content": "Mr. Temporary Deputy Speaker, Sir, these were Economic Stimulus Projects (ESP) but besides that the Government gave some projects specific names like “Centres of Excellence”. The allocation that has been given cannot make them centres of excellence. What guarantee do we have from the Government that in the coming Budget the Ministry is going to allocate more funds to these centres, so that they are developed to be real centers of excellence, and do not turn into white elephant projects?"
