    "content": "The proposal seeks to exempt those public servants who contribute to the superannuation scheme from the Tier II contributions to the National Social Security Fund (NSSF). This is because they are already contributing to the Government scheme and they still contribute to the Tier I. It is only fair that we exempt them."
