"content": "There is no provision in the Standing Orders that allows me, when you are on your feet, to stand up and ask you to exercise this discretion. Settle to us this question: When should the Speaker rule on this kind of matter? Under Standing Order No. 72, it is instant. At least 30 Members rise in their places, you make a ruling and we go back to a vote. However, under Standing Order No. 62 there is no such provision. That is why it says a vote shall be taken within five days. It is five days because a vote under this section is on a very weighty matter that may require your considered opinion, which may not be given on your feet. That is why I am requesting you to consider this matter and order a further vote based on the numbers and the specific provisions of the Standing Orders. Hon.
