Ochieng, or the fact that it is a Bill seeking to amend the date of election of this country; Look at the fact that this is a constitutional matter that you will be required to make similar decisions on over and over again. Hon. Speaker, the Leader of the Majority Party is saying you look at me. I am not saying you look at me, I want you, as the Hon. Speaker, to look at the substance and lead us in the right manner. I, therefore, beg you to give this opportunity to this House. Section 62(2) says where the “noes” are not more than a third--- Those who opposed are not even 20. Hon. Ochieng was able to raise 216 Members who voted for the Bill. I, therefore, beg you to give the innocent Hon. Ochieng, an opportunity. Reading from the mood of the House, I beg you to review this decision."
