In this case the Standing Orders failed to give the manner in which an aggrieved Member needs to move the Speaker to exercise that discretion. It was our experience for the first time yesterday when a wild protest drew your attention to the existence of the opportunity for a review. The Standing Order does not provide for the manner in which you may be moved to exercise your discretion; it does not provide for the period within which you may be moved to exercise that discretion.
