    "content": "Hon. Members, I ordered that the Division Bell be rung. So, I am unlikely to be persuaded that anybody was locked out. As we conclude, it is fair for us to appreciate that with the new Constitution, there are many areas we are seeing interesting developments in, including people going on appeal and being told unless you pay, you cannot even be heard. Hon. Aluoch will agree that these are very interesting times we are living in. You find it in the Supreme Court and the Court of Appeal. We are also mindful of the principle that if we were in courts of law, we would be asked not to deal so much with the form but with substance. We need to administer justice with due regard to substance as opposed to form."
