I know when we go to the High Court we may be forced to look at issues of substance. What the Members are asking you right now is an issue of form. I know for instance, Hon. Ichung’wah is speaking to the issue of substance. Some of us voted one way on the issue of substance. If a new vote is called I may change my mind on the issue of substance. What you are being called upon now to do is to rule on the issue of form."
