Maybe the framers of the Standing Orders had foreseen this and gave you discretion under Standing Order No.1, under which you may exercise discretion. I do not agree with the Leader of the Majority Party when he says that Hon. Ochieng should have stood up; under Standing Order No. 2 Hon. Ochieng did not have those powers. If, indeed, the one- third was reached, then Hon. Ochieng would have been blocked; that is true. He would have been blocked. However, this is a case where he is not blocked and there is no alternative procedure that is given."
