There was a mix-up in the Secretariat when they were preparing these amendments. In fact, we had a discussion with our Senior Principal Clerk and the Legal Counsel to the Committee. They explained to me that what was in the record of the Committee is what I am presenting here. What was printed in the Order Paper was a typographical error."
