    "content": " Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) I am not aware that Lomut-Chemalei Water Project which is being funded by UNICEF, one of our development partners, has stalled. All I am aware of is that the construction commenced in December, 2010 and the project is ongoing. (b) My Ministry has not allocated any funds to Lomut-Chemalei Water Project. However, our development partner, UNICEF, is funding the project at a cost of Kshs18 million. (c) I cannot confirm that the project stalled as a result of misappropriation of funds, as the project is being executed outside our Ministry programme. Therefore, the issue of disciplinary action does not apply as none of our Ministry officers is directly involved in the execution of the works. I have been assured by our development partner that 15 per cent of the outstanding works will be completed by the end of February, 2012."
