It originally talks of the “Minister”, but now it is the Cabinet Secretary. The Section has already been overtaken by events. It says that:- “Notwithstanding the provision of the Act, the first election under the Constitution, the expression “Cabinet Secretary” shall be deemed to mean “Minister”. So, it has been overtaken by events."
