    "content": "The Question was proposed. I support the amendment by Hon. Jakoyo Midiwo for the same reasons as the Hon. Leader of the Majority Party. If anything, we need a more inclusive financial market regime so that we can have more banks in this country. In addition, I want to propose a further amendment that we reduce the capital requirement to half a billion. This is so that most of our micro- finance institutions that can move into being banks can do so. I move that we further amend that provision so as to allow--- I will give you the wording right now to move from Kshs1billion to half a billion"
