"content": "Thank you, Hon. Deputy Speaker. I rise to support the Committee Report on the Treaty and the Protocol. The Protocol speaks to issues that are of concern to us on the matters of peace and security. As the Mover and the Seconder have indicated, there are many issues that affect us in the region, some of which are very unique to Kenya, especially the issues of terrorism and our porous borders. It is one of those crimes that would require joint effort by different countries. Another issue that would require joint effort by different countries is the issue of trafficking in persons. Kenya has become a source, transit point and destination on issues of trafficking in girls and women. For us to combat this, we must work together with our neighbouring countries to enable us to deal with this. Even as we have embraced East African co-operation, very recently, you saw the sugar wars that were going on in the country. The East African Community Pact (EACP) that was passed earlier is not covered by the Treaty Making and Ratification Act. It indicates that one of the reasons that we passed that Act was to ensure that when Kenya is entering into agreements with other countries, Parliament must be involved. Any new agreement or treaty that is signed after 2012 must come to the Floor of this House. The electronic version of the Official Hansard Report is for information purposes only.
