"content": "Mr. Temporary Speaker, Sir, I have a Statement regarding the status of registration of persons and issuance of national identification cards (IDs). Sen. M. Kajwang requested for a statement regarding the status of registration of persons and issuance of IDs. He particularly sought to be informed on:- (1)The measures that the Government has taken to decentralize the processing and issuance of IDs to counties considering that delay in issuance of documents locks out applicants who are mainly women and youth from economic opportunities. (2) Detail per county breakdown of all the applications received, processed and issued between 1st July, 2014 and 30th June, 2015 and indicate the number of applicants rejected per county.
