    "content": "Mr. Temporary Speaker, Sir, I want to applaud Sen. Mutula Kilonzo Jnr., because Article 35 of the Constitution provides that every Kenyan has the right of access to information. All Senators must have the right of access to information as contained in the Makueni Commission Report. Therefore, it is unconstitutional for the Executive to attempt to shield that report from finding its way into this House. Mr. Temporary Speaker, Sir, Article 192 of the Constitution provides that the President may suspend a county government during an emergency or in any other any exceptional circumstances. When you read further, sub Article (2) says:- The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate."
