    "content": "Madam Temporary Speaker, in requesting for three weeks, I was, indeed, going by the trend in which we receive answers from this particular Government department and I wanted to be very sincere to the House. I do not want to make promises that I will not be able to fulfill. The difference between two weeks and three weeks is not much. As pertains to the issue of incompetence, I want to inform Sen. Murungi that I am not anywhere near the appointing authority of Cabinet Secretaries and their offices. If there is incompetence in these ministries, it is this Jubilee Government that is supposed to deal with that and not me as a Chair of a Committee."
