    "content": "Mr. Temporary Speaker, Sir, allow me to comment on what I understand by those Standing Orders. The Standing Orders of the Senate and the National Assembly are not the same as those of the county assemblies. So, they are not bound. We must let our languages grow. A community of 6 million people like the one I come from should not be gagged from expressing themselves using the language that they understand better. I know some hon. Senators whose names the Chair recalls have difficulties because they represent cosmopolitan counties. I do not want to be offensive to them, but I suggest this to counties where we have homogenous speaking of language. Mr. Temporary Speaker, Sir, Clause No. 5---"
