Mutula Kilonzo Jnr. will tell you that in the County Assembly Forum submission today to a Committee, there was even an argument that many counties do not follow their annual plan and CIDP. Citizens must have a forum and framework to petition and ask: What was the business of taking people to hotels and barazas and asking them questions on how they intend to develop their county.
