    "content": "Mr. Deputy Speaker, Sir, it used to be there, but it is not very clear. People are moving from as early as when voter registration exercise starts. The other issue is registration of voters, particularly in those border districts like Trans Nzoia, Busia and others. Youths have problems in obtaining identification cards because they reside on the border areas. The Government should set up machinery to vet the applicants quickly, but not use the excuse of border counties to deny citizens their right to obtain identification cards and vote."
