    "content": "On the issue of fines, I went through it, and I realized that the fines were a bit lenient. Hon. Cecilia, as we move to the Committee of the whole House, we can do amendments on the issue of fines. We have seen many buildings collapsing. If we put a fine of Ksh250,000 it does not augur well. We, therefore, need to have high penalties for purposes of reducing those occurrences."
