Members, I know this is one of the few cases where we do not have a seconder of the Bill that has been proposed by the Chairperson - The Political Parties (Amendment) Bill, (Senate Bill No. 3 of 2014), which has been very well done by the Departmental Committee on Justice and Legal Affairs. For guidance of the House, I want to refer you to our own Standing Order No. 57 on the Question proposed after the Motion has been made, which states “the question on any Motion shall not be proposed unless it shall have been seconded and any Motion that is not seconded shall be deemed to have been withdrawn, and shall not be moved again in the same session”. Since we have no seconder we want to return it to mediation."
