    "content": "its head in the sand. It is important that we amend these provisions and make it mandatory that the Government, as a matter of necessity, resettles the IDPs. It is a national problem which should be dealt with. We also need to look at the provisions that have been proposed by the Senate, which might encroach on security; we can tidy them up. We do not want a situation where the money we are giving to the counties will generate conflict and displace people internally. Rather than deal with the issue of resettling or assisting them, they generate IDPs in this country. So, I support some of the proposals by the Senate but oppose others. I will suggest amendments at the Committee Stage."
