    "content": "Hon. Temporary Deputy Chairman, the word “supplementary” includes donor funding. We want to leave it open. It does not mean that it has to come from the Exchequer alone. This is a research institution and they can look for external funding or they can generate their own funding. We left it open so that it remains as supplementary income. Apart from what Parliament has approved from the Exchequer, it can seek for any supplementary funds from donors or any other sources. That is the intention, Hon. Temporary Deputy Chairman."
