    "content": "Hon. Temporary Deputy Chairman, the original Bill leaves a lot of discretion to the Cabinet Secretary (CS). This Board can be appointed by the CS as and when he finds it fit. Also in the original Bill, the number of members of the Board of Trustees has not been specified. So, in the amendment, we are trying to specify the number to be five and also give some kind of synergy in the appointment so that the CS does not just have any loophole to misuse it."
