Temporary Deputy Chairman, I beg to move:- THAT, Clause 52 of the Bill be amended— (a) in sub-clause (1) by deleting the words “or accidentally”; (b) in sub-clause (2) by deleting the words “five hundred thousand shillings or to a term of imprisonment not exceeding five years” and substituting therefor the words “five million shillings or to a term of imprisonment not exceeding ten years or to both” This is just to provide for stiffer penalties for people who pollute our water, namely the fishermen, whether foreign or local. The original penalty that was proposed was not enough so we propose stiffer penalties than what was provided."
