Temporary Deputy Speaker, I beg to move:- THAT, Clause 63 of the Bill be amended by deleting sub-clause (2) and substituting therefor the following new sub-clause— “(2) A person who knowingly and willfully contravenes subsection (1) commits an offence and shall be liable on conviction to a fine not exceeding one million shillings or to imprisonment for a term not exceeding ten years or to both, and in addition any fish or fish products involved in the transaction and those owned or controlled by such person shall be forfeited.”"
