    "content": "THAT, Clause 83 of the Bill be amended— (a) by deleting the word “Minister” wherever it appears and substituting therefor the word “Secretary” (b) in sub-clause (8) by deleting the words “three hundred and fifty thousand” and substituting therefor the words “one million” The reason for this is to comply with the Constitution. Section (b) is to increase the fine."
