Temporary Deputy Chairman, I beg to move:- THAT, Clause 160 of the Bill be amended in sub-clause (7)— (a) by deleting the words “not exceeding five million” and substituting therefor the words “not less than ten million”; (b) deleting the words “ not exceeding five years” and substituting therefor the words “ not less than ten years”. The reason for this amendment is to increase the fine for the crime of refusing our authorities to track the movement of vessels."
