Temporary Deputy Chairman, I beg to move:- THAT, Clause 163 of the Bill be amended— (a) in sub-clause (3)— (i) by deleting the words “not exceeding two million” and substituting therefor the words “not less than fifty million”; (ii) deleting the words “not exceeding ten years” and substituting therefor the words “not less than ten years”. (b) in sub-clause (4)— (i) by deleting the words “not exceeding two million” and substituting therefor the words “not less than fifty million”; (ii) deleting the words “not exceeding ten years” and substituting therefor the words “not less than ten years”. This is because “not exceeding 10 years” may have a different meaning from “less than 10 years”. Such penalties are imposed in case a foreign vessel has been denied to dock in our ports and then they defy those orders."
