    "content": "Thank you, Hon. Temporary Deputy Chairman. In our Constitution, we have the Transition Authority because we wanted a constitutional commission or entity that would look into issues of transfers within certain periods. As the National Assembly, we took a position and that position is very clear. The Senate is trying to renege on that position. As a House, we have already made a decision. It will be very difficult for us to concur with the Senate when we already made a decision and sent our Bill to the Senate. The best that can be done is for a mediation committee to sort this out."
