    "content": "Mr. Speaker, Sir, again I go to the amendment as passed in the year 2009; it completely ties the hands of the Minister, or the Ministry for that matter. We cannot vary this. Previously, we had the option of deciding based on the degree of difficulty or the challenges that you may have in your own constituency. As it stands right now, there is very little we can do outside the law, unless this particular Act is changed to accommodate the differences or disparities in sizes of particular constituencies."
